Dear Committee on Environment and Natural Resources,
On behalf of concerned citizens, I urge you to oppose L.D. 1808 – Maine Climate Superfund Act and L.D. 1870. These bills unfairly burden businesses and taxpayers with retroactive liability for climate-related costs.
L.D. 1808 creates a Climate Superfund, administered by the DEP, to fund adaptation projects by targeting fossil fuel companies for emissions from 2000 to 2004. L.D. 1870 follows a similar approach.
We oppose both due to:
Unfair Retroactive Liability: Penalizing legal actions from decades ago undermines fairness.
Economic Harm: Increased costs will burden Maine’s families and businesses.
Legal Risks: Targeting entities with weak state ties may violate constitutional standards.
Ineffective Strategy: Narrow focus diverts from collaborative climate solutions.
Please reject L.D. 1808 and L.D. 1870 and support inclusive, forward-looking climate policies.
