We, the undersigned Virginians and supporters of Americans for Prosperity, Virginia (AFP-VA), write to urge you to reform the Virginia Clean Economy Act (VCEA) and withdraw the Commonwealth from the Regional Greenhouse Gas Initiative (RGGI). Virginia families and job creators are facing rising electricity bills, and state energy policy should not make that burden worse.
As of July 1, 2026, Virginia has rejoined RGGI, layering a carbon-allowance cost on top of the VCEA's renewable-energy mandates. These two programs regulate the same emissions twice, and utilities pass that duplicative cost directly through to ratepayers without a matching improvement in reliability.
This comes at the worst possible moment for grid capacity. Virginia hosts the largest concentration of data centers in the world, and electricity demand is outpacing new generation. Layering more compliance costs onto the grid now risks higher bills and reliability strain for every household and business.
AFP-VA supports an all-of-the-above energy approach that lets cost, reliability, and consumer choice drive Virginia's energy mix, not duplicative mandates. Lower energy costs matter to every Virginia family and business, regardless of party.
We respectfully call on you to:

■ Reform the VCEA's rigid mandates and retirement deadlines.

■ Withdraw Virginia from RGGI, or at minimum pause implementation.

■ Commission an independent accounting of VCEA/RGGI's combined ratepayer costs.

■ Prioritize grid reliability and rate affordability in future energy legislation.
Virginians should not pay twice for the same climate policy. Act now, before stacked mandates raise costs further.

Virginia families and businesses are facing rising electricity bills and state policy is making it worse. As of July 1, 2026, Virginia has rejoined RGGI, stacking a carbon-allowance cost on top of the VCEA's existing renewable mandates, effectively regulating the same emissions twice. With Virginia now home to the world's largest concentration of data centers and electricity demand outpacing new generation, this duplicative cost burden threatens both affordability and grid reliability for every ratepayer. AFP-VA is calling on the Governor and General Assembly to reform the VCEA's rigid mandates, withdraw from (or pause) RGGI, and let cost, reliability, and consumer choice, not arbitrary calendars, drive Virginia's energy future.
