Virginia families and businesses are facing rising electricity bills and state policy is making it worse. As of July 1, 2026, Virginia has rejoined RGGI, stacking a carbon-allowance cost on top of the VCEA's existing renewable mandates, effectively regulating the same emissions twice. With Virginia now home to the world's largest concentration of data centers and electricity demand outpacing new generation, this duplicative cost burden threatens both affordability and grid reliability for every ratepayer. AFP-VA is calling on the Governor and General Assembly to reform the VCEA's rigid mandates, withdraw from (or pause) RGGI, and let cost, reliability, and consumer choice, not arbitrary calendars, drive Virginia's energy future.
